Is there a way to run the software from a bootable CD?

It was not specially adapted for that but it can! All our programs, unlike other software, operate in auto and manual recovery modes. When the auto mode is aimed mainly to recovery data of the currently logged on user, the manual recovery modes are used to recover data even from unbootable PC.

So you can create your own bootable CD with Opera Password Recovery and use its manual mode to recover passwords.
